How does progress tracking for lessons work in Kolibri?
I’ve noticed that when I’m reading a single-page lesson, the UI takes a moment to mark it as In Progress. Then, when I return to the page that shows all Lessons, there appears to be a varying degree of % complete when both of these resources are single-page reading-only resources (see screenshot).

From the included screenshot it seems that you are not referring to the lessons built for a class in the Kolibri Coach dashboard, but are navigating and opening resources in the Learn > Library page, is that correct?
The HTML5 apps resources in the School of Thought channel are classified as Short activity when the channel was built on Kolibri Studio, and have a default duration of 5 minutes. When a learner opens them and starts reading, the progress bar will indicate the time passed while the resource was opened within those 5 minutes of the default duration, and after that the resource will be marked as completed.
If you prefer to set the duration/completion part to some other value, you could import the resources in question in your own private/unlisted channel, adjust the the value there, and import this new channel into your local Kolibri with a token
