I would like to theme Kolibri so that it has a localized feel and was wondering if their was a theme folder and/or selector were I could just modify the look and feel w/out having to change the core files?

Kolibri code is themable , you can create a new plugin that changes its appearance, but you need to be able to use Python (Django) + html + css + js technologies.
There is not a current theme selector. Using a new theme requires installing its plugin and enabling it.
