Could you take a look at the File Explorer to see where the Python 3.7 executables are actually located?

Another thing we can try is to install Python 3.4 again FTP Link to MSI and try running the Kolibri installer again. Hopefully by doing this step separately, the pip.exe that gets installed won’t be a 0KB file. To be safe, run the MSI as administrator.

Can you check if some of your other installed applications file size is also 0kb, I think you have a malware in your machine that infecting new installed application.
